Tracking the Action log

Is it possible to track whether the action log is empty x minutes after the incident has been created?  We want to have a response time SLA to monitor whether an help desk support person has followed up with the incident and input something into the action log x minutes (target time depend on the priority of the incident) after the incident has been created.  If the action log is empty after target time has passed, then service manager will send notification email to the manager.
